dc.description.abstract<p>This paper presents an overview of the Independent Living Movement and the Rehabilitation Act of 1973 as Amended, which mandated the creation of Centers for Independent Living (CILs). It then focuses on CDL services that are of particular benefit to persons who are deaf or hard of hearing using, the under-utilization of CILs by persons who are deaf or hard of hearing, and possible reasons for this situation are discussed.</p>
